A few questions come to mind:
- Are the people in question getting address(es), or are they just totally off the network?
- What kind of clients are making the requests?
- Is this a new problem/DHCP server?
Usually an abandon points to two possible issues: either something else grabbed that address, so your DHCP server is marking it unavailable, or the client is making a bad request, and is turned down. If you're using Windows clients...well, amazingly, the Windows DHCP client is not too well-behaved, and you'll have to modify your dhcpd.conf file to accommodate them. If something is grabbing addresses out of your DHCP range, you can either allocate a new range, or get a wiffle bat and go smack people who have just set things up without your knowledge/permission.
