My first guess would be that your dorm is in private(RFC 1918) address space and NATed somewhere on campus, and the computer lab has public IPs.
Edit:
You will not be able to setup rDNS on anything unless you have access the the NS servers of the university. Calling their help desk would be the best bet if they have something misconfigured.
