Detecting failures

Sometimes my cable modem gets like "disconnected" by my ISP, for some reason (ill fix it
However is there a way to tell when it happens without actually looking at the modem lights?

For example i want to make a script that will log the time it happened.. how do i get the time? =?

I made a perl script using the Net::Ping module and had it send 3 small packet pings to yahoo. If the ping failed then it would send me an e-mail. Then setup a cron job do run the script every 5 mins.
