Dedicating a bit of connection to a particular software,


lets assume I have a 10mbit line, how can I dedicate 1mbit of this ssh or telnet or open vpns so no matter how busy that computer gets it doesn't disturb that particular apps.
I mean I want 1mbit of my connection always idle for ssh
