Debian Network Continuous Packets for TCP/UDP

Hello.

Well I'm hosting Game-Servers. But since a month, there have been big lag jerks at my Game-Server like 2 Big Lags every hour. Most of the times it happens when some routing backbone causes it. I've checked through the game and put WinMTR at background to monitor the packet loss but the Game Server had Big Lags and there was no packet loss shown my MTR which is actually an ICMP trace-route.

-> Everyone lags not just me.
-> My Game-Server files are not the cause.
-> My CPU/ Ram Usage remains normal.
-> Network usage is also hardly 1% 100MBPS.

In some cases, TCP/ UDP Network gives a fluctuating ping instead of ICMP. I've had this issue before at another server where Game-Server ping was high and ICMP ping was lower by at-least 150 and we fixed the issue by contacting ISP's because there is traffic shaping/ QOS done by some companies.

So before I ask my Dedicated Server provider, I need TCP/ UDP trace-routes. I've seen a software Hping which has good functionality but I don't know how to use it, pinging UDP shows ICMP port unreachable. I really want to monitor the UDP/ TCP ports with some MTR like program.
