Debian 3.1r0a, Realtek RTL-8169 network controller slow on network

I've 3 computers behind a router. Two of them have winxp and debian on one of them. Download rate on all windows computers are 4.2mbps(constant). But for debian it is 3.4mbps. Is there any way to find out what is causing debian box to slow down? Any comment or help on this matter will be appreciated.
