My problem is this, and Jeremy you seem good so here goes:
I have a RedHat 7 server running telnet, FTP, and HTTP. Sometimes I can log in or view my web page but most times I get Connection refused. My hosts.deny is empty. Any ideas?

I don't know how many connections are being made to your server, but check the following settings in httpd.conf to see if they might be the problem:
MinSpareServers
MaxSpareServers
StartServers
MaxClients

This is a test site and only one connection max 2 at a time is being used. I am focusing more on the telnetd and ftpd and the MUD. If you have any resources on setting up DSL and hosting a MUD from scratch on Redhat7 I would appreciate it.
The symptoms are complicated, you can telnet in but you might be disconnected at any time. Almost like the connection times out. Same with ftp. But usually you are disconnected within 5 minutes. On the other hand, the DSL connection is fine for browsing the internet, D/Ling files, and the such.
We have ruled out any hardware problems by testing this on three machines. Each with different NIC's and cables.
After you are disconnected you may not be able to log back in for 2-3 minutes. This is very frustrating and I am a fighter so giving up is not an option but going crazy might be...
Also it is not the MUD, we are using a stable and well written MUD server that is widely used in the internet gaming community. SWR-1.0 (Full) We have made no changes.
If you would like any specifics please just tell me what you need to know. I am not a newbie to Linux but I am not an RHCE either.

symptoms
Your symptoms are not like anything I have ever heard of with a default RH7 install.
What type of NIC are you using? Were any of the other NIC's you tried of different types or the same? It could be the driver for that brand of NIC if they are the same.
Are your connections that are having trouble going through a firewall or a NAT server or a proxy of any kind? How about a router? Are the server and the clients connected by a hub or a switch? Do local connections time out... i.e. when you telnet or ftp from a session on the server itself?
