Question cisco router vpn behind linux gateway


my scenario is

internet----linux router------cisco router(for VPN connectivity)

my ISP gave me Fiber with media convertor. settings are
137.101.47.184/30 pool for point to point connectivity.
so I configure my linux router eth3 with IP 137.101.47.186 and its gateway is 137.101.47.185.

my ISP gave me public IP pool for LAN use which is.
137.101.48.184/29
i configure my Linux router eth2 for this pool, my setting are.
eth2 IP is= 137.101.48.185/29
now I configure my Cisco router Fe0/0= 137.101.48.186/29 gateway is 137.101.48.185

my cisco router creates vpn with my second router in other city but vpn traffic is not working,
Kindly help me why this happen.
