changing eht0 with eth1

Hi,

got one question. I have two network adapters in a computer. how does the sytem choose which one is eth0 and which is eth1? I would like to make eth1 from eth0 and vice versa.
(the IP of eth1 is dynamic, and the IP for eth0 is static, and I don't want to change hardware adresses)
thx
