CBQ - bounded ,isolated not working in Linux7.1

Hai friends !

I tried CBQ banwidth management going by the guidance of Adv-Routing-howto.

The bandwidth division worked.but I was not able to share the unused bandwidth among the classes,
though i had given BOUNDED=no and ISOLATED=no
in the CBQ configuration files in /etc/sysconfig/cbq directory.

My files were as follows:

cbq-8000.raja

DEVICE=eth0,10Mbit,1Mbit
RATE=8Mbit
WEIGHT=800Kbit
PRIO=5
ISOLATED=no
BOUNDED=no
RULE=195.20.1.41

cbq-2000.raja

DEVICE=eth0,10Mbit,1Mbit
RATE=2Mbit
WEIGHT=200Kbit
PRIO=5
ISOLATED=no
BOUNDED=no
RULE=195.20.1.42

when classid 8000 is not in use , the extra bandwidth is not given to classid 2000 and viceversa. I have the latest cbq.init script version:6.2, which is said to support ISOLATED and BOUNDED parameters.

Also,if the rue of classid 8000 is 195.20.1.0/24
the ip 195.20.1.42 also gets 8Mbit instead of its 2Mbit.

Is there any problem with my configuration ?
Please help me.
