Question Cannot Telnet to Linux 7.3

I have a Redhat 7.3 system that I can Telnet out to other systems, but I cannot telnet to the system. The message log has the following message:

Date Systemname Login (pam_unix) [11630] authentication failure; logname= uid=0 euid=0 tty=pts/1 ruser= rhost=heiwlet-63wy6.xxx.com user=root

this message is followed by another authentication failure.

Any / All help is welcomed!!

Dennis
