I've got Samba installed and configured on my machine (MDK 10) and I cannot see the Windows workgroup via LinNeighborhood (all I have is my machine name with nothing under it, even if I try to rescan). [EDIT] Trying to use smb:/// in Konquerer doesn't work either [/EDIT].
Ironically, Windows machines can see my linux box on the workgroup and access my shared directory.
Here's my smb.conf:

cb8100: Firewalls are unlikely to be causing your problem, but it never hurts to turn off the linux and windows firewalls one time and retest. I have spent hours troubleshooting communication problems only to find out that it’s just the firewalls doing what you programmed them to do.
They say that humans have flat foreheads because, for centuries, we have been slapping our hands there and saying something like “I knew that!”.
