Can't connect to any irc servers - how to find why?

I can't connect to any IRC server.

- tried different software
- tried different irc servers
- turned of router firewall as far as I can see;
"1 Any Any =0 =0 ANY None Allow 14"

How do I figure out where things are going wrong; ISP, router or somewhere else?

Most want identd running or enabled. Do you have this enabled? And check to see if your ISP blocks outgoing port 6667, that is the standard port for IRC Servers.
