Bottleneck on network interface SLES 10

Dear ALL
I have a Suse Linux Enterprise Server 10 running on IBM X3850 machine.
The server is very slow at FTP and DB queries since last 2 days.
I have checked and found that network interface in causing slow transfer rates. (FTP: no more than 20 KB/s on LAN, which is pathetic. Other servers on same switch serves us at almost 20-30 MB/s)

Network I/F:
Eth2 : RX: 500-600 KB/s TX: 9-15 MB/s continuously

How can I find the culprit processes causing this high TX rate continuously.
