bluetoothctl returns "no default controller available"

$ uname -a
Linux sandalphon 4.19.0-6-amd64 #1 SMP Debian 4.19.67-2+deb10u1 (2019-09-20) x86_64 GNU/Linux
I have got the packages bluez and blueman installed but when I run bluetoothctl even with sudo, I get the output like this

$ sudo bluetoothctl
Agent registered
[bluetooth]# scan on
No default controller available
No matter what I type it gives me the same result.

Sorry, I'm stricken with temporary letter blindness - does it mention bluetooth anywhere in your lspci output? And lsusb? And dmesg?
