bluetooth only working one way?

I am trying to get my PC and my Laptop to work and play well with others(phone) they all say they're paired and I can send files from PC or Laptop TO the phone but not from the phone TO either computer. Laptop has mint 13 ( because of the pea thing) and the PC has zorinos based on ubuntu 12.04 lts. phone is and android 4.3. When I try to send it says "sending to xxx" then it says "file not sent".on PC bluetooth settings it says "bluetooth on", "visibilty on", "connection off" "paired yes" and I see no way to turn connection to on, the slider wont slide and is grayed out. Not sure of settings on laptop because bluetooth setting wont open. I got a couple cheapo dongles and dont know the brand just say csr 4.0

I'd think it is some permission issue. Some permission isn't enabled or possibly port isn't allowed.

Which bluetooth setup version are you running? Do you have something actually setup to receive the files on the PC? For example, are you running obexftp or an object push daemon (opd)? What do the sdp records ('sdptool browse local' at cmd line) show? You may find the 'hcidump' tool useful to watch traffic while you work out the problem.
