Without more details I don't know about the internet sharing part, but to find out if your configured proplerly try these things.
On your computer run /sbin/ifconfig to see your ip address and netmask. Note the netmask because it has to match your friends. For example if it's 255.255.255.0 and your ip address is 192.168.0.x, your friend's should be 255.255.255.0 also with 192.168.0.x. The x's can be any number between 1 and 254 but can't be the same number. Where the 0's are if one is different they won'e "see" each other. If there's a router between then it will also have an address, usually a 1 (in place of the x).
After making sure addresses and netmasks are set properly on both machines they should be able to ping each other. Use the ping command with the other's ip address to determine they can both communicate. Firewall programs may block ping attempts.
To share stuff between you should both have the same workgroup name set and then configure directories to be shared.
Give us more info. Are you trying to connect to the Internet, as centauricw suggests? Tell us about your connection type, how your network is set up, etc. Did you run /sbin/ifconfig as dracolich suggested? What is the output from that command?
my ip addres:10.0.0.11
subnet mask:255.255.255.0
defult gate way:10.0.0.128
dns server:212.103.160.18
alternate dns servre:212.103.160.22
thats what appears on windows
