Bandwidth Throttling...

I'm hosting a game server on port 5121. Clients who connect to my system must used Putty SSH and a designated account in order to connect. Because of the complexity of the game, I need to manage bandwidth and throttle it evenly in a asynchronous pattern to the users who will be connecting to my server. I've read about Squid and I'm uncertain about it's abilities. Does it support bandwidth outside of HTML code? Does it support any port I designate it to? Does it work on Red Hat Linux 9? Will this program cause pauses in game play, much like the experiences seen in Origin's Ultima Online? I need some serious answers but I am willing to take any help offered. Thank much in advance.
