Bandwidth sharing

Hi,
I recently just moved to a house with 3 other people. We have subscribed to an ADSL line with I am setting up to provided internet access for everyone.
So far we have a gateway/firewall with the modem connected. That is connected to a 10mb/sec internal network.

Most of my house mates use P2P software so I've decided to put mldonkey and squid on the gateway to speed up access a bit.
Squid will be the proxy and DNS cache, mldonkey will provide a centralised webbased P2P program.

What i'm after is a way to ASSURE that each user can get a minimum of 10kb/s download speed? I'm not to worried about the proxy as webpages are not going to account for too much of the traffic. Is there an efficent way to cap P2P?
Thanks

Censornet has bandwidth limiting built in:
http://www.intrago.co.uk/products/censornet.php

If you want to do it yourself then you can use the "tc" Trafic control command. You will also need to compile it into the kernel.
