Question bandwidth manager question

Hello, I'm looking for a bandwidth manager for Ubuntu Linux, or a gateway with such capabilities (I'm using pfsense, but I don't understand it, and I don't know if I can manage my bandwidth)

What I mean whit "bandwidth manager"?
If I have 5 PC's and I have a 2Mb broadband internet, how can I do the following?:

PC 1 -> 20kb
PC 2 -> 20kb
PC 3 -> 40kb
PC 4 -> 10kb
PC 5 -> 10kb
