Bandwidth limiting using cbq - UL only

Okay guys, sorry if this has already been covered...

I'm trying to limit bandwidth on my NAT linux box (using cbq on Debian/testing). The point is to slow upload traffic (from hosts behind my NAT box TO the internet) on port 1512 yet leave downloads un-limited. Here's my setup:

eth0 - Internet connection (cable modem) 10Mbit
eth1 - LAN connection (10.0.0.x) 100Mbit

My NAT box has ip 10.0.0.4

I played around with cbq and did my best to understand the very limited documentation there is out there on the subject. I created a rule file like this:

DEVICE=eth1,100Mbit,10Mbit
RATE=40Kbit
WEIGHT=4Kbit
PRIO=5
RULE=:1512

I *thought* this would limit all Upload from the 10.0.0.x network on port 1512 to the internet, but instead it seems to be limiting all uploads AND downloads on port 1512. Does that make sense?

Should I be writing a rule for eth0 instead/as well?
I've played around with the rules (adding a ',' before/after the :1512, etc) but I either get no effect - or end up limiting both DL and UL).

I really really hope somebody can straighten this out as its quite frustrating - can you make a new rule file for me??? :P

Thanks in advance -
