bandwidth limiting


I use RedHat9 as a small office network server.
The server is connected to the internet with the bandwidth of 400 kB/s.
I use firewall (iptables) and proxy.
I want to limit bandwidth to 64 kB/s for every user.
It si possible?
How can I do this?Maybe with iptables?

You can do that with Squid.
