ARP request


I am working on project to build a router ( a PC run with Red Hat). My PC ( 2 Ethernet port). Eth0 connected to a "Managed Switch (8 ports)".

I setup port 2 with VLAN ID: 2 , Port 3 with VLAN ID:3, and Port 7 with VLAN 2 & 3. I have 2 PC connected to Port 2 and Port 3. Port 7 connect to (Red Hat linux PC).

I saw two route was created. (I ran /sbin/route)
192.168.1.200 -- eth0.2
192.168.1.201 -- eth0.3

I tried ping a pc (192.168.1.200 -- connect to port 2 -- vlan 2) to 192.168.1.201 (connect to port 3 -- vlan 3). I ran ethereal to monitor the following interface eth0, eth0.2 and eth0.3

I saw a arp request packets sent (I am 192.168.1.200 and who is 192.168.1.201). The Linux PC did not response the ARP request. I ran /sbin/arp command and no MAc entry was found. So, PC failed.

I need help that how can I enable red Hat ARP feature?
Do I have to add MAC to ARP table, if yes, How can I add "ARP entry" to ARP table?
