ARP cache refreshing time


I use /sbin/arp to add static hardware addresses to certain IPs for security purposes.
/sbin/arp -s IP MAC
After some time this static bounding is lost and the ARP table is empty (/sbin/arp -na). What defines how long did it takes to refresh the table and can I make it work without such refreshing (or refresh it trough long periods, such as 12 hours)? I think there is a file in /proc/ setting that..
