If you search things like these:
http://freshmeat.net/search/?q=bandwidth
http://www.google.com/search?q=bandwidth+monitor+linux

you can find results like these:

I am a big fan of iptraf although it monitors just network traffic in general so it may not give ya the greatest detail on bandwidth. Usually it will just display an average bandwidth usage at that given time.

Iptraf looks interesting, but it is host based - good if you want to track the traffic on a single computer (or if you run it on a gateway/router/switch). I have been using mrtg since I don't want to add too much software to the network critical systems.

OpManager from ManageEngine is great. Its an $800 application, but it is free if you have 20 or less nodes to monitor. I use it at several of my clients and really like it. I would highly recommend checking it out.

(Once you go to the download page, the Linux version is a little further down toward the bottom).

If you are into visuals, you could use EtherApe.

I tested it out once, and found that within seconds I could SEE which machine/user was hogging the bandwidth, as well as where she was connecting to and doing (in this case chatting with GAIM and monitoring her MySpace.com site...
