any idea why this arp request keeps showing up in tcpdump logs?


Code:
arp who-has 192.168.0.13 tell 192.168.0.13
it came from a windows machine i believe, and it happens every few minutes while it's on my network.

why would 192.168.0.13 need to be told whose MAC address 192.168.0.13 belongs to? just curious

Looks like IP conflict detection, as described by RFC 5227.
