The problem there is the speed from the site, rather than your connection. My slug/frog thingy connects at 544kb, but the average website only gives me the data at about 5. I noticed appaling slowness on my sparc, it was due to the old version of netscape I had installed. Got opera, and it all went back to normal.
Really its just that you've got used to having a fast connection. Think back to dialup, you really had to wait then! If changing browser doesn't help, you could install a proxy server like squid which would speed things up.

When the modem initialises, it puts the speeds into the log file, so in either /var/log/messages or /var/log/ppp if you've got one. In opera, it flashes up the download speeds in the toolbar, so you can see what speed the sites are giving you data at.

uhh...
but let me ask this:
why is it that in win98 i can browse sites a lot quicker?
the site is still going to serve pages at the same speed whether im using win or lin?
i think i need to configure something on the linux box to get it to work as fast as it does in windows... i believe it can be done :-)
