I was always wondering about this Question.

In Windows when your on a network and someone else comes on the network with the same IP as yours, you get a message telling you about the IP Confict and then windows kicks you both off the network.

My Question is: What does linux do?

This almost certainly won't happen on dhcp setup so that means you are trying to put that address in manually.
It pops up a little error message on the newest arrival and refuses to accept that number on the new machine. No harm done to the first box at all.
Error, some other host already uses address
