ADSL modem installation

Hi,
I have RedHat 9 and I am trying to install drivers for my ADSL USB modem (Billion Bipac 7000)
I downloaded the driver (rpm) for Redhat 9.0
I followed the instructions in the document:-
1. #rpm –i BIPAC-7000-REDHAT-9.0.i386.rpm
Installed the package.

2. #cd /usr/local/e2
#insmod e2.o
Loaded the module successfully.

3. #ifconfig hsb0 up (It says that I should run this command after the LED in the modem starts to blink)

I waited for long but my modem LED did not blink
So i ran the command anyway and got the following error :-
"SIOCSIFFLAGS: Resource temporarily unavailable"

Does anyone have experience installing the ADSL Billion Bipac 7000 modem on linux before?
Pls help.

Thanks and waiting for the reply.
