For those who might come here for help:
on fedora you need to configure cups-browsed.conf. It is pretty self documented.
then enable cups-browsed service and start it:
systemctl enable cups-browsed.service

No, you don't need avahi since your old CUPS server is still employing CUPS broadcasts, and cups-browsed (on client machines) can work with CUPS or Bonjour (Avahi) broadcasts as described in the man page.
