Read the LQ Rules about text-speak, and not using it, please, and also read the "Question Guidelines" link in my posting signature. Just saying "android phone" tells us absolutely nothing. What kind of phone, running what version of Android? How did you delete these files? And is there a reason you think you can use a PC to boot your phone, regardless of operating system?
If you've bricked your phone (that is, NO recovery prompt at all, no lights/life/whatever), then you have one option: buy a new phone. If you can get it into recovery mode (which varies by model, which you can look up the manual for yourself), then you can do a factory-reset (maybe). If not, hope that there's a ROM image you can find somewhere and sideload via memory card.
most android have a hard reset, holding the vol and on bottom together, or how every that phone make/model is setup to do, but as he states if it is not even turning on then that has to be more then just having had deleted some system files. No OS should not prevent it from trying to power on.
