data and charging cables

Evening:

How does one determine, by sight/examination, a "data" cable from a "charging" cable?

Assuming you are referring to USB cables, I know of no way to tell the difference unless there is something written on the side of the cable itself.

If you have a phone and you are referring to a charging cable for such then you can tell by removing the battery and if you see phone is charging then its a charging cable.

You check cables with a meter. I have a cable that only charges. I see no markings on it.

just cut it. If there were only 2 wires inside, that was a charging cable. For data you will need 4.
