I added delay to the cron config as suggested, and it worked!

@reboot  sleep 30; /home/mist/Documents/test.sh 60 > /home/mist/Documents/foo.log &
ps -ef shows

root      2170     1  0 17:33 ?        00:00:00 /bin/bash /home/mist/Documents/test.sh 60
I'm guessing the issue was with cron's load up time.

Not "cron load up time". It is systemd doing things after cron starts that the script happens to need. 30 seconds may not be enough depending on what ELSE is getting started at the same time.

This is why you have trouble figuring out what is wrong.
