Restore Panel in Mint Mate 19.3
 
Alerts after the upgrade about a panel missing for an applet caused med to add the panel. Unfortunately this added the same panel twice, and in an attempt to rectify this I right clicked on the panel on the bottom of the window and choose Delete. This removed the entire panel and now I can't figure out how to get it back, I can still access the terminal via shortcut but everything else related to panel is gone.
I tried to repair the installation but nothing was added, so I am guessing this is some sort of configuration?

Found the command
dconf reset -f /
which fixed the problem.

Glad to hear that you solved the problem yourself. A suggestion. In an effort to prevent others from taking the time to help out, and then finding the problem is solved, time is wasted.
