Move Icons from 1 Panel to Another

Mint 19 V2 cinnamon. 2 panels, bottom and top of screen. I can not move open application icons to another panel with panel edit mode on or off. I have the default panel at top and 2nd one at bottom of screen. I can do that w/18.0 Cinnamon.

did you try getting rid of the first ones first, then trying to attach / assigning them to the second one next?

I just did some, added panel added stuff, do you have the right one picked?

right click add applets to panel

I did this a long time before. I forgot that when you move an icon from one panel to the other you have to cram it into the extreme right or left of the panel. I was just dragging them from one panel to another, but not to the extreme ends.
