Mint 13 Cinnamon not responding to Alt Right Click on panel

I just completed installing Mint 13 Cinnamon on my Dell Latitude 2100 netbook. Install went fine and I got the Broadcomm wireless and remote desktop working (which were an issue with Mint 13 Mate). Here is the Cinnamon issue.

If I press Alt and Right Click on an unused part of the panel I expect a to see a list of options 1) Add to panel; 2) Properties; 3) Delete this panel 4) New panel; But I do not. Nothing happens.

If I Alt Right Click on one of the icons in the notification area I get a choice to 1) Remove from panel; 2) Panel properties; 3) Add/remove applets;

If I Alt Right Click on one of the program icons on the panel I get the choice to 1) Launch; 2) Add; 3) Edit; 4) Remove;

Panel properties brings up a totally different dialog than I expect to see. The dialog is titled Cinnamon Properties - Panel. I was expecting to see Panel Properties.

My expectations are based on a reasonable amount of experience running Mint 13 Cinnamon as a VMWare virtual machine. This is my first physical install. Well actually I had installed it on the netbook before but only for the purpose of diagnosing the wireless networking and desktop sharing issues which I found with Mate. I did not investigate customizing the menu on that install.

Can anyone tell me why it appears that I have installed two different operating systems from the same Linux ISO file?

TIA,

Ken

p.s. I have an old desktop which I will be cobbing into shape to do another physical install. I will post what I find.

This is not really resolved but it is ended. I have installed Ubuntu 12.04 with gnome-session-fallback on the netbook. Perhaps I will play with Mint at a later date but not now.
