I am wanting to resize the window list in the top right corner to take up the entire panel

What do you mean? You mean the four windows in the right panel have to take the entire panel? If that is the question, then unfortunatenly you cannot do that, I suppose.

What I guess he meant is that he want the entire panel to have a background. What he needs to do is to delete the panel (gnome have a bug that make's it create invisible panels sometimes, the solution is to delete the affected panel and recreate it), recreate it and add the applets he had in it.
