Please run apt update and apt list --upgradable again (the former failed when you ran it last time as another program was using the apt system - please close the Update Manager before running these commands).
Note that I did not ask you to prefix these two commands with sudo (there is no need).
There will be other commands to run after these. We're not finished yet, so no need to run Update Manager afterwards to check if they have worked.
Same thing as before. I have a clean boot, the only thing open is Mullvad VPN and Firefox other than what feren OS boots with.

I'm not sure what does and does not need root. So I tend to use sudo just to keep from typing the command again. But as you can see, the Terminal assumes sudo on this command and asks for my password anyhow.
OK, I found out what was using the system. My VPN software has been slow to close after connecting, and until it does it uses that system. I just ran update again and got a complete update.

I ran upgrade, and it upgraded the uno libs. My package manage now says I do not have to update libreoffice. I'm not sure I solved the problem, but it is shoved down the road a bit.
