I have a Toshiba Tecra M2-S430 laptop, with a 1400 MHz Intel Pentium M and a Centrino chipset. My problem is that the CPU does not seem to be running at full speed:

I am running Gentoo, and have tried compiling all of the ACPI and CPU frequency scaling options into the kernel and as modules, but with no change. I got the same reading even when I booted the machine to Knoppix.
I searched around, and found this thread:
