Weird problem after shutting of X

This happened with slackware and redhat.

Everything is fine, so is X. After using X, and logging of it, and once it returns to console, my monitor acts weird.

Its a inspiron 2650. What happends is, if the first line on the screen is a blank line, the screen just flickers, like its on a small refresh rate.

Lets see there is the letter A on the frist like in white, then i will see vertical lines flickering acroos the screen, if its a purple color line, then the flickering vertial lines will be purple.

I dont get this in shell, why could this be happing?

I could take a picture of whats happing if im not clear
