unable to dial out with myWv.conf

With fc4 I have created and edited a MyWv.conf file but it was saved in root. I created a user account yesterday but when I try to cp the .conf file into it it says "no such file or directory". I think this is because I didn't use -d when I created the account. Could someone tell me the correct syntax and give an example on how to use usermod to make this a directory so I can dial out.I am new to linux and would appreciate any advice. (for instance if I am able to dial out how do I back out of the connection properly from the console)I need to get online but would really like to keep working from the shell in order to learn. Thanks!
