I had a - preliminary - look at the Dell D830 (I hope it's the one you refer to - it's helpful to include the brand and - possibly - a list of basic hardware in cases such as this). There's no apparent reason why Compiz shouldn't work if it's enabled. My system's localised in German, so it's not easy for me to tell you exactly how the menu entries are named, but here goes: "Preferences" (sure of that) -> "Appearance" (I guess!) -> "Visual Effects" (again, guessed).
There shouldn't be any hardware issue if you're using the intel drivers (look at the output of lsmod | grep intel for that - in a terminal). Sometimes it helps to use Synaptic to remove all other Intel drivers for X, but I doubt that this is the problem. Anyhow, open Synaptic, click on "Status" -> "installed", scroll way down to the list of xserver-xorg-video-XXX (there's a long list of those, most of which you'll never need - it's a hardware recognition thing). Remove all Intel related drivers except(!!!) the xserver-xorg-video-intel driver. Please beware that there's a - minor - risk that X won't work properly after that, so note which drivers you remove in order to reinstall them in case of trouble. You can also try and use sudo dpkg-reconfigure xserver-xorg, but you'll have to do some reading do make the right decisions, and while everything's well documented, it's not always an easy read.
You can also browse /etc/X11/xorg.conf to get all relevant information.
