I have no /proc/acpi/toshiba dir and many of the dirs in /proc/acpi are empty, I'm trying to get my fan to run at full speed all the time as I am having overheating issues.

If you have a Phoenix BIOS, it's not a Toshiba but a rebranded machine (probably a Compal). The Toshiba ACPI options don't apply to that machine. You might have success with the Omnibook utilities.
Well I broke down and decided to take my laptop apart again and check the fans and heat sink, which I had done back in April, there was some heavy blockage in the heat sink already so I cleaned it out and now everything seems to be keeping cool, I guess thats the price you pay for having pets as most of it was grey hair from my cat.
Thanks for all your help, they should create some type of filter that you can take in and out without having to take the whole laptop apart but I guess that would reduce the repairs they get from overheated laptops.
