Switching networks and interfaces?

I'm looking for a way to setup my laptop so that:

1. My built in NIC (eth0 here) will be monitored so that if I pluggin an ethernet cable it will try to bring the interface up with DHCP. Since everywhere I go is using DHCP this would make things a little easier.

2. If I put my PCMCIA WiFi card into the cardbus it will automatically bring the interface up and launch KWiFiManager in my system tray minimized. It would also be nice to be able to first try my default WEP enable setup... if that doesn't work next try a non-WEP connection. The first part already happens except for launching KWiFiManager. Right now that runs when KDE starts regardless of the card is inserted or not.
