Speedstepping on IBM Thinkpad T20 won´t work


Hello community
I've been trying for some time now to get the speedstepping on my notebook to work.
Notebook: IBM Thinkpad T20 (2647-84G) CPU: P3/700Mhz
Distribution: SuSE9.0.

I have installed cpufreq and even udated it to the newest version.
"cat /proc/cpufreq" shows no entry at all.
But the funny thing is, that when I boot without AC-Adapter a 150MHz CPU is detected. When I boot with AC but without the battery the clock speed is 547MHz and when I boot with AC and the Battery it detects a 700MHz CPU. I already tried some changes in the BIOS but without any effects.

Did somebody else encounter problems like this yet and how can they be solved?
