How are you turning it off? In the On/Off key, into console or at your X manager?

Try running this as root at the konsole:

shutdown -h now

if that does not work, try to halt the system with the halt command at the konsole

Does your laptop use ACPI or APM? My HP uses ACPI and I had to recompile support for ACPI into the kernel, which fixed my shutdown problems as well as gave me a nifty battery status indicator on the panel.
