Redhat 9.0 only comes with APM support, hibernate was almost always a proprietary mess prior to the acpi standard.
Funny, I work pseudo-tech support at a library and someone just came up with this exact same problem, a dell 5600 Inspiron, too bad his hibernates because acpi says so, but it doesn't wake up again.
If you're certain your machine has working apm, post back, there are some other tricks to get these to behave.

apm is crap with these Dell notebooks. It's the last thing I have to do to get mine just right. If you recompile your kernel with the acpi patch it should work (I have been to lazy to get around to it yet, plus I never shut my laptop I carry it open from the kitchen for meals and then back to the couch for the rest of the time). Also as I understand it setting it up as a module doesn't work so set your config for install at compile time.

Well the recompile is finished but I haven't copied all the files over yet...anyway, you really can't fix it with out a recompile. If you wait about a month fedora 1.0 (the newest redhat) will be out and it will contain the 2.6 kernel which should fix your problem...otherwise the best you will do is an rpm that will set itself up as a module, which will not work right.
