I turned off the swap and then shutdown, but problem is the same.

The shutdown works as expected with this older kernel.

The journal entries just before shutting down looks the same between a successful and failed shutdown.

I expect the next step is to identify what changed in the kernel that is causing this problem for me.

Is this enough information to load a Debian bug, or do I need to narrow down further?

what was your previous kernel?

I have no problems with
#1 SMP Debian 5.2.9-1 (2019-08-18)
