Maybe try a bit of searching, perhaps?

I did a quick search of apt and came up with gkrellm-leds, with the description:
Quote:
gkrellm-leds (aka gkleds) is a GKrellM plugin which monitors the
CapsLock, NumLock and ScrollLock keys and reports their current
status via on screen LEDs. This is useful for people who have
keyboards without LEDs (typically cordless keyboards).
The second hit was shermans-aquarium, apparently a combination screensaver/ panel applet, also with *lock indicator ability.
