keyboard mapping question


I have 2 hp laptops, different models, each have slackware 14.1 as their only OS, each have exactly the same set of keys on their keyboard, and the output of
Code:
xmodmap -pk
for each is identical.

But their behavior is different. Specifically, on one F1-F12 work when pressed alone, on the other they work only if pressed in conjunction with the Fn key. So the one has effectively 24 F keys, the other only 12.

I would very much like their keyboard behavior to be identical, but is this something that could be achieved by remapping keys? All the remapping examples I've studied were intent on adjusting the response of individual apps to particular keypresses, which does not seem to apply here.
